TÜV Germany
The Umweltbundesamt (UBA) requires that all emissions monitoring systems used in Germany be tested for “suitability.” This work is carried out by TÜV, and a report is produced showing the applications on which the system may be used. The requirements for each application are defined in the relevant Bundesimmissionschutzverordnung (BIMSchV). Approval testing requires laboratory evaluation followed by a 3 month field trial using two identical instruments. The tests include the examination of the features and their operation, performance measurements, drift, repeatability, calibration methods and a determination of a maintenance interval and availability.
MCerts UK
MCERTS is a certification scheme operated on behalf of the UK Environment Agency by SIRA. The main benefit to the users of certified instruments is that they are assured that the product complies with the relevant regulations and requirements. The tests involve both laboratory and field trials and include criteria such as linearity, cross-sensitivity to other gases, response time, detection limit, zero and span drift, maintenance intervals and comparison with a standard reference method. The manufacturer's factory is also assessed and regularly inspected to ensure that quality procedures are in place and being used effectively. The certificate is issued for a 5 year period, after which re-assessment is required.
US Environmental Protection Agency
USEPA is the main authority in the United States of America for establishing environmental procedures, assessing environmental pollution, and ensuring that laws relating to the environment are enforced. Performance Specifications (PSn) are used for evaluating the acceptability of the CEMS during commissioning and thereafter.
ASTM - American Society for Testing and Materials
The ASTM is a standards-making body. Its members include manufacturers, testers, operators and regulators. D6216-03 is the Standard Practice for Opacity Monitor Manufacturers to Certify Conformance with Design and Performance Specifications. This standard includes design and performance specifications, test procedures, and quality assurance requirements. Manufacturers may issue a Certificate of Conformance for an opacity monitor, provided it has passed the tests set out in the standard. Conformance with D6216 is an essential prerequisite for meeting the requirements of 40 CFR 60, Appendix B, Performance Specification 1.
